The story revolves around Admiral General Aladeen, the tyrannical ruler of Azad, a small state in North Africa. He comes to the United States for the first time after being deposed and finds himself in a series of hilarious misadventures. With the help of his British publicist (played by Anna Kennedy) and his lookalike, Ali G, Aladeen plots to regain control over his country.
